ARRU is a public
enterprise of an industrial and commercial nature set up through
law No. 81-69 of l August 1981.
It is responsible for implementing the State's policy in urban rehabilitation
and renovation under the authority of the Ministry of Equipment,
Housing and Land Use Planning on behalf of the State and public
collectivities and mainly the communes.
ARRU's intervention takes place within a contractual
framework with the local public collectivities responsible for the
project and who also are to provide the necessary budget to finance
the projects.
ARRU's task is to:
identify national needs with reference to rehabilitation and
their classification according to priorities
propose programmes and modes of financing
ARRU's intervention may take several forms, namely:
Project design and construction supervision delegated to ARRU:
ARRU is responsible for all stages of project
implementation, such as clarifying land ownership issues, preliminary,
technical and financial project studies, signing of contracts,
follow-up of work progress, payment of companies and consultancy
bureaux and taking over of completed work.
Direct project design and construction supervision : ARRU undertakes some special projects such as
real estate promotion projects so as to improve its own resources
and to balance its accounts.
Project design and construction supervision with shared responsibility
: ARRU is responsible for implementing some projects
in partnership with the communes through a partial contribution
of the commune concerned to the financing of the project or to
the implementation of some of the components. .
